Leadership of the MTU
The Unit Head will lead day-to-day operations and serve as the main analytical adviser to the Member responsible for the population and health area. The role requires strong leadership because the person will guide other team members and make sure outputs meet the required quality.
Applicants should show senior management experience in development programmes, policy units or government projects. Mention the size and scope of programmes managed and the type of decisions you were responsible for.
Policy Roadmaps
The selected person will develop and update multi-year roadmaps for population and health targets. These plans need to connect with the national five-year plan and medium-term budget framework, so the role requires understanding of both policy and implementation.
Candidates with experience in government planning, public health programmes, population policy or national development frameworks should make that work easy to find. Policy documents or major planning assignments can be included in the CV where relevant.
Results-Based Management
Results-based management is a major part of the position. The Unit Head will own the results framework, design milestones and create accountability systems for population indicators. This means the candidate should understand how to turn policy goals into measurable targets.
Experience with KPIs, performance frameworks, dashboards or programme reviews can strengthen the application. Applicants should show how they used data to monitor progress and support management decisions.
Quarterly Reviews
The role includes coordination of quarterly review cycles across provinces and line ministries. The Unit Head will need to collect progress information, identify delays and prepare the material required for senior review meetings.
This work needs strong organization and communication. Candidates should be comfortable working with several government departments at the same time and following up on agreed actions.
Development Partner Coordination
The position involves structured engagement with development partners such as UNFPA, World Bank, WHO, FCDO, GIZ and Global Fund. Experience dealing with donors and international organizations at senior level can be valuable.
Applicants should show the type of development-partner engagement they have handled, such as programme design, financing discussions, technical coordination, review meetings or policy dialogue.
Policy Briefs and Communication
Strong written English is required because the Unit Head may prepare policy briefs for very senior government audiences. The person should be able to turn complex information into a short, clear document that supports decision making.
Candidates can mention experience preparing cabinet notes, policy briefs, executive summaries, donor reports or senior management presentations where applicable.
Deliverology and Performance Management
The role requires understanding of the deliverology model, which focuses on clear priorities, measurable outcomes and regular performance review. Candidates with experience in delivery units, reform programmes or performance-management systems should make this background clear.
The applicant should also be comfortable supervising workplans, reviewing outputs and correcting course when targets are not being met.

Before You Submit
